Brent Covert

President

 

Brent Covert is an experienced business executive with a strong background in water resource management, utility acquisitions, and regulatory negotiations. Holding a BS and MBA in Business Administration, he has over two decades of leadership experience in acquiring and managing water and wastewater utilities, negotiating complex agreements, and fostering relationships with government entities and stakeholders. As President of Sustainable Water Resources and Senior Vice-President of Forestar, Inc., Brent led a large-scale groundwater project, overseeing permitting, marketing, and lease management, culminating in a successful sale of the project.  Brent is adept at navigating regulatory frameworks, engaging with diverse stakeholders, and driving strategic initiatives to completion. Since 2016 Mr. Covert has served as a consultant on many groundwater projects and in 2025 founded Legacy Groundwater, a hydrogeology and groundwater services company with projects in Texas, Oklahoma, and Montana.

Regional Groundwater Projects Sustainable Water Resources/Forestar, Inc. (2008 – 2016)

  • Led and managed all activities related to a 45,000 acre-foot regional groundwater supply project including:

  • Negotiating permits with Lost Pines Groundwater District (LPGCD) and obtaining groundwater operation and transport permits from LPGCD for ten 3,500 gallon per minute wells in Lee County.

  • Managing groundwater leases on over 20,000 surface acres involving over a hundred landowners.

  • Authorizing, contracting, managing budgets and oversaw the drilling of three large capacity test and production wells.

  • Executing a long-term agreement with Hays County to provide groundwater to supply the county with water for expansion and growth.

  • Directing marketing and public relations efforts.

  • Coordinating activities among investors, attorneys, hydrogeologists, landowners, groundwater districts, government agencies, and stakeholders.

  • Successfully selling the Sustainable Water/Forestar project in 2016.

Water Resources Acquisition Lower Colorado River Authority (2000 – 2008)

  • Oversaw acquisition of private water and wastewater utilities in central Texas.

  • Negotiated raw and potable water and wastewater agreements with cities, water supply corporations, and developers.

  • Engaged with environmental groups and neighborhood associations.

  • Developed and maintained positive relationships with local and state government officials.

Aquasource (1996 – 2000)

  • Led an acquisition team responsible for acquiring water and wastewater utilities, propane companies, and utility management companies for Aquasource from 1996 – 2000.
