About Legacy Groundwater

Who We Are

Legacy Groundwater, LLC (LegacyGW) is an independent consulting firm that specializes in hydrogeologic and groundwater related projects.  LegacyGW is a newly formed firm, however, the people forming LegacyGW have been leaders in groundwater science and water resources for more than 35 years. Firm personnel include licensed professional geoscientists with specialized advanced education and specialized experience in hydrogeology. Additionally, the firm consists of experienced water-resources managers and groundwater lease specialists with advanced business degrees, as well as GIS specialists, and field technicians. LegacyGW professionals have designed, supervised, and conducted more than 200 studies involving: assessments of the occurrence, movement, quality, availability and protection of groundwater resources; designing wells and well fields for effectively developing groundwater supplies; and, evaluating impacts of producing important supplies of groundwater. Additionally, LegacyGW personnel have conducted numerous evaluations of environmental and hydrologic impacts to groundwater resources resulting from industrial activities and mining operations. LegacyGW personnel have conducted, managed and/or participated in evaluations involving each of the MAJOR and MINOR aquifers in Texas, and in other important water-bearing units in Texas and Oklahoma. Additionally, LegacyGW personnel have conducted geologic and hydrogeologic investigations in several other states including Alabama, Arizona, California, Colorado, Florida, Kansas, Louisiana, Maine, Mississippi, Missouri, New Mexico, Nevada, and Tennessee.

LegacyGW is led by Michael R. Thornhill, serving as CEO, and Brent Covert who is the company President. Mr. Thornhill, after having worked for R.W. Harden & Associates for nine years, founded Thornhill Group, Inc. 1998. With more than 36 years of consulting experience, Mr. Thornhill has conducted, managed, and participated in numerous high-profile projects, particularly those pertaining to availability, development, and protection of important sources of groundwater throughout Texas. Mr. Thornhill has headed up many projects which are within important areas and aquifers targeted for large production and transactions, including Central Texas and the I35 Corridor. Mr. Thornhill and Mr. Covert currently head up groundwater availability investigations in areas potentially targeted for large production from the Carrizo-Wilcox, Edwards-Trinity, Hueco-Mesilla Bolsons, and Gulf Coast aquifers in different parts of Texas. Mr. Covert who has worked in the water and groundwater space for more than 20 years, provides a wealth of experience in public and private sectors including groundwater lease negotiations and management, permitting and marketing groundwater supplies, utilities ownership and operations, river authorities, and navigating legal and political water issues. Together, Mr. Thornhill and Mr. Covert, along with their tenured staff, provide clients with decades of invaluable groundwater experience unmatched by any other firm.
